Delaware County is now accepting applications for the
Lead Safe Ohio Grant Program
WHAT is the Lead Safe Ohio Program?
- This program allows Delaware County homeowners to receive up to $50,000 per home that will be used to remove wood window assemblies and wood exterior door assemblies and replace them with new vinyl windows and new steel/fiberglass doors (unless a local historical district requires otherwise).
WHO is eligible to apply?
- The home must be owner-occupied.
- The applicant must meet income-eligibility requirements (see below) to qualify.
- The Lead Safe Ohio Program has strict eligibility requirements that include financial and project-related criteria. Applicants will be required to submit detailed financial information (including current documentation) related to the income and assets of household members. Failure to submit all requested information in the application will result in exclusion from program eligibility.
- Before starting the application process, applicants are urged to review the following screening questions:

- Do you own AND reside (live) in a home located in Delaware County, Ohio?
- Does the home contain wood window assemblies and/or wood exterior doors?
- Does the combined annual income of all household members fall below these income limits:
Total number of persons (including minors) residing in household 1 2 3 4 5 6 7 8 $57,900 $66,150 $74,400 $82,500 $89,300 $95,900 $102,500 $109,100 - Are you willing to share detailed financial and personal information (bank statements, W2s, tax returns, social security numbers) for all household members (to only be used for the purpose of determining eligibility for the program)?
- Are you willing to relocate while this work is being performed (typically 4-8 days; if you do not have somewhere to stay during work, program funds can be allocated for hotel/motel accommodations at the County’s discretion)?
- To the best of your knowledge, are the following statements TRUE?
a) The property has never received U.S. Department of Housing and Urban Development (HUD) funding in the past.
b) The property has never had a lead hazard control order issued by a health department.
c) No child living in the home has ever been found to have an elevated level of lead in their blood.

HOW are applications processed?
- An application can be downloaded using the link below. You will need to print the application. It cannot be completed and submitted online.
- Once the application has been completely filled out and all required documentation has been compiled, applicants must then print all documents and place them into a sealed envelope. On the front of the envelope, please write the following information:

- Applicants must mail or hand-deliver the application to the Delaware County Commissioners’ Office at 91 N. Sandusky Street, Delaware, Ohio 43015 during business hours (8:00 a.m. – 4:30 p.m., M-F).
- Applications will not be processed unless all requested information is provided in full. The submission of a complete application does not guarantee that the applicant will receive funds, even if the applicant would be eligible under the Lead Safe Ohio program requirements. Eligible applicants who do not receive funds may be placed on a waitlist if additional funds become available.
- Applications will be processed on a first-come, first-served basis until all available grant funds under the program have been allotted. While there is currently no deadline for submission, applicants are encouraged to apply promptly because fully complete applications will be processed in the order they are received until all available funds have been allocated.
